As with most countries, as the number of children who join forever families grow, guidelines that weren’t in place during one year – come in to effect or are enforced during another adoption. Our requirements for Max’s post placement reports differed than the ones required for Logan – we followed each agency’s guidelines and requirements and submitted them. We are approaching our “final” post placement report for Logan this April.
What we’ve learned over the years is that Kazakhstan requires an annual report until our sons turn 18. Many parents who adopted in previous years are NOT aware of this requirement and I often wonder if they aren’t “linked” to any Internet based group – how are they notified of this requirement? Many agencies are no longer in existence – so how do they know they aren’t following Kazakhstan requirements for an adoption? Current adoptive families become upset when they hear of “past” adoptive families not following this requirement – but many of us – were NEVER informed of this requirement.
Below is the various information I have on file for the reports. I personally prefer to call them the Post Placement Reports for the ones that need to be completed by a social worker and submitted to our agency on specific dates – while the other annual reports because we are able to complete and submit those on our own.
From the US Department of State’s Website:
Kazakhstan has a requirement that all adopted children must have a Post Placement Report (PPR) filed for them each year until the adopted child turns 18. This is extremely important, and a failure by adoptive parents to comply with this requirement could have a negative effect on the ability of future families to adopt from Kazakhstan.

Commitment from the Family to Kazakhstan Adoption Law. Prospective adoptive parents must commit to: (a) maintaining the child’s Kazakhstani citizenship until s/he turns 18, (b) submitting post-placement reports annually until the child turns 18, and (c) allowing Kazakhstani officials to visit the child up to twice a year until the child turns 18.
