1078767_waiting_2It has been way to long since I touched base with you on adoption from Kazakhstan. I wish I had information of great changes but that is not the case. At this point, Kazakhstan is not in an adoption relationship with the United States as they are seeking Hague Convention status and have not completed the agreement portion with the US. They are processing the remaining adoption cases that were grandfathered in from the previous adoption relationship. So in 2011 there were 86 adoptions completed between Kazakhstan and the US. As these older cases are completed this number will dwindle unless this adoption relationship re-opens in the near future.

Many of you are probably wondering what needs to be done in order for adoption from this area to resume. According to the United States Government Website: …both Kazakhstan houses of Parliament must pass their implementing legislation [then] draft [a] Marriage and Family Code. The new law will require the Central Authority for Kazakhstan, the Committee for the protection of the Children’s Rights within the Ministry of Education and Science (MOES,) to implement comprehensive changes to the intercountry adoption procedures and bring them into compliance with the convention.

To make this easier to understand, I will simply say that Kazakhstan must set about a whole new set of laws regarding adoption in their country. These laws must be accepted by the legislation and put into practice before the United States will consider looking at them as an adoption partner. Unfortunately, these types of changes require time and money to complete. So the United States will not look to re-open its adoption program with Kazakhstan for considerable time in order for this country to bring its program into accordence.

What does that mean for those of yo0u who are waiting? Time and patience. I wish there was another answer but that is truly where the adoption relationship is. There is so much that must be done. If you are interested in ‘waiting it out,’ consider spending the time reading up on the country and its children. There are many children who need a forever family from this area. Consider joining an online group focused on adoption from this area. Find books and blogs that will help you understand the adoption process and the children’s needs more fully.

The good news is that both the US and Kazakhstan desire this adoption relationship so they are both dedicated to making it happen. At this point, Kazakhstan is party to the Hague Convention but does not have a relationship with the United States. They are closed.
